Requirements for AX.25 as a layer 2 protocol:
- AX.25 structure unique to individual links (not monolithic network).
v2.2 (with fixes discovered since publication) specification
specifically excluding AX.25 level network layer implementations
- LAN architecture defined by network sysops, not users. Users
define endpoints, digipeater owners define LAN topology/coverage.

- Discovery (push and/or pull) support.
Layer 2 (NSR) Digipeater with support of DISCVR alias
- Generic layer 1/2 interface.
